The permits allow for repair, rehabilitation or replacement <br />within the concrete channel and concrete box culvert portions of the creek only. <br />However, no work is allowed within natural lined channels. <br /> <br />Following approval from the permitting agencies, in December 16, 2016, the Council <br />awarded a contract to Wood Rodgers to prepare the plans, specifications and cost <br />estimates for this project. <br /> <br />The project was initially advertised for bidding in May 2017, however, no contractors <br />submitted bids. Several potential contractors commented they were too busy with other <br />projects and/or decided not to participate due to the complexity of the project. <br /> <br />Staff and the City’s consultant, Wood Rodgers, made some adjustments in the project <br />plans and specifications and rebid this project the second time around on December 14, <br />2017. Staff increased the allowable contract working days in order to have more <br />participating bidders and to receive reasonable bids. However, only two bids were <br />received for the 2017-2018 Redwood Creek Improvements Project. All bids far <br />exceeded the engineer’s estimate and project budget, on February 12, 2018 Council <br />Meeting, City Council rejected all bids. <br /> <br />Following City Council’s direction, staff repackaged and rebid for project for the third <br />time. This proposed bid reduced the scope of work to include only the highly critical wall <br />sections along Jefferson Branch in order meet the City’s allotted budget for this project. <br /> <br /> <br />ANALYSIS <br /> <br />Bid Results <br />On April 4, 2018, one bid was received for the 2017-2018 Redwood Creek improvements <br />Project (Jefferson Branch only) from Disney Construction Inc. (Disney). The total base bid <br />was $2,564,307.00 to replace approximately 477 lineal feet of existing concrete wall and <br />approximately 239 lineal feet of concrete base slab. This bid was significantly over the <br />budget available. <br /> <br />However, after the staff performed the bid evaluation, the contractor and staff conducted <br />value engineering, and the contractor agreed to reduce their total bid price by $527,620 for <br />a total price of $2,036,687. Moreover, the reduced bid cost adjustment includes an added <br />scope of work of replacing extra 60 lineal feet of existing concrete wall and 30 lineal feet of <br />existing concrete base slab, resulting in a total replacement of approximately 537 lineal <br />feet of existing concrete wall and 269 lineal feet of existing concrete base slab. The added <br />scope of work would increase constructability, increase structural integrity and lower the <br />unit cost per foot of wall. <br /> <br />The added 30 lineal feet (LF) of full creek channel and the overall reduction in contract <br />price from the original total base bid will be executed as Change Order Number 1 (CO#1). <br />There will be no other changes in the terms of the contract by executing CO#1. <br />6.1.E. - Page 2
