Furthermore, no additional easement will be provided for the contractor to do the work
beyond what was shown in the original bid documents.

The bid document stated that the contractors shall bid on a “base bid” as shown in the
project drawings and specifications plus “add alternate bid 1”, and plus “add alternate bid
2”, which together forms the “Total Bid.” The two add alternate bid schedules are each
distinctly separate segments of the creek when compared to the base bid segment of the
creek, but the two additional segments are near enough to the base bid segment that it
may be economical to do the additional work under one construction project. The low
bidder is determined by the Total Bid Amount. However, as shown in the project drawings
and specifications, the City retained the right to award a contract for the base bid only or to
award a contract with any combination of the base bid and add alternate bid 1 and 2 items.

The bid result with CO#1 amount is summarized in the tables below:

BIDDER BASE BID AMOUNT
Disney Construction Inc, $1,625,895.00
Engineer’s Estimate $1,139,183.81

BIDDER ADD ALTERNATIVE BID 1 AMOUNT
Disney Const. Staff believes the low number of bids received and high bid amount are
most likely attributed to the nature of this specialty project, a very competitive construction
market, permit requirements that limit capable contractors and the perception of risk
regarding working in a confined work site adjacent to multiple private properties.

6.1.E. - Page 3
