Recommendation and Next Steps <br />Staff reviewed several references provided by Disney Construction Inc. on similar <br />completed projects. The references provided satisfactory feedback in regards to <br />accountability and performance of the contractor. Based on the bid received and <br />feedback from the references, staff believes that the contractor’s bid cost adjustment is <br />reasonable based on current very competitive/high cost construction market, and <br />complexity in project construction and recommends awarding the contract to Disney <br />Construction Inc. The reduced price that Disney Construction Inc. provided is contingent <br />on the City awarding the construction contract for the scope of work included in the <br />base bid plus both add alternate bids plus the scope of work included with CO#1. <br />Furthermore, the reduced price is contingent on the City awarding the construction <br />contract at the May 7, 2018 Council meeting to allow the contractor to complete work <br />within the dates allowed by the regulatory permits. <br /> <br /> <br />ALTERNATIVES <br />Council may choose not to award the contract and request staff to redesign and/or offer <br />this project again for public bid. <br /> <br /> <br />FISCAL IMPACT <br />Funds for the 2017-2018 Redwood Creek Replacement Project (Jefferson Branch) <br />were previously approved and appropriated in Fiscal Year 2017-18 budget as <br />Capital Outlay Projects – Storm Drain Collection System Construction with an available <br />balance of $1,533,826.83 as of April 24, 2018. Additional funding is available from <br />Storm Culvert Realignment - $155,045, Stormwater System Capacity Assessment <br />$295,633.36 and Stulsaft Park Creek Bank Improvement-$279,935.00. The culvert <br />realignment fund was scheduled to be closed out at the end of fiscal year with the <br />balance transferred to Storm Drain Collection System Construction Fund. The <br />stormwater capacity assessments are being conducted as needed by development <br />projects and reimbursed by developer contributions. The creek bank improvements was <br />a recent project that stabilized a segment of erosion of the creek within Stulsaft Park by <br />using internal City staff and equipment from Public Works. <br /> <br /> <br />ENVIRONMENTAL REVIEW <br />As the lead agency, City of Redwood City has determined that the 2017-2018 <br />Redwood Creek Replacement Project meets the CEQA exemption criteria as set forth <br />in CEQA Section 15302 (“Replacement or Reconstruction”). Furthermore, this project <br />has been designed compliant with the City’s Engineering Standards and accepted <br />practices.
