REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 7, 2018 <br /> <br />SUBJECT <br />Final Acceptance - 2016-2017 Watermain Replacement Project - Phase I <br /> <br />RECOMMENDATION <br />By motion, accept the 2016-2017 Watermain Replacement Project - Phase I and <br />authorize the release of bonds and retention according to City procedures <br /> <br />BACKGROUND <br />Beginning in 2011, staff began implementation of the Water System Master Plan. Staff <br />prioritized the City’s water pipeline system into seven priority categories to <br />systematically replace sections of aging watermain infrastructure. Replacement ensures <br />the continued reliability of the system and provide improved fire protection. Annually, <br />Community Development and Public Works Department staff identify sections of <br />pipeline that need to be replaced. These sections have typically experienced service <br />disruptions, excessive maintenance requirements, or capacity limitations due to age and <br />size. In Fiscal year 2016-2017, the “Watermain Replacement Project – Phase I” <br />replaced “Priority Two” water mains. Priority Two watermains are generally 4-inches in <br />diameter or smaller. <br /> <br />ANALYSIS <br />On April 24, 2017, the City Council awarded the construction contract for the 2016-2017 <br />Watermain Replacement Project – Phase I to Con-Quest Contractors, Inc. of San <br />Francisco in the amount of $2,038,480.00. Approximately 6,150 linear feet of <br />deteriorated and undersized cast iron and galvanized iron water pipeline were replaced <br />with more durable eight-inch polyvinyl chloride (PVC) pipes in the Oak Knoll/Edgewood <br />Park Neighborhood. One hundred water service laterals within the project area were <br />upgraded to a 1.5-inch minimum sized polyethylene pipe. Nine (existing fire hydrants <br />were replaced and three new fire hydrants were added to the project area. The project <br />will improve fire flows and water quality. The project location map is in Attachment 1. <br />Construction was completed in February 2018. Ten change orders were reconciled, <br />including a $19,497.75 credit back to the City for engineering, administration, and <br />6.2.B. - Page 1
