s' Cf /
REPO
RT
To the Honorable Mayor and Gity Council
From the Cit Mana er
December 19, 2005
Subject
Award of Contract — Woodside Road Median Improvements Project
Recommendation
Approve the Contract Documents and award the contract for the Woodside Road
Median Improvements Project to the lowest responsible bidder, Scapes, Inc. of Half
Moon Bay, California, for their low bid of $325,437.80.
Background
This project proposes to aesthetically improve the Woodside Road median from the
intersection of Alameda de la Pulgas to the Union Cemetery. The project will not only
improve the planting along the roadway, but it will also improve the appearance of the
stamped concrete in the median. Dead and dying trees will be replaced, while
shrubbery will be replanted to represent a more uniform theme and to conform to new
maintenance standards. Existing concrete will be pressure washed, and existing small
`patches' of planting will be eliminated for a cleaner appearance.
The new design will also eliminate the currently required manual truck watering, which
should yield higher water usage efficiency. The new planting will also feature a slight
set back from the travel way in order to minimize the risk to maintenance staff when
these plants need to be trimmed. This median is being maintained by Redwood City as
part of the existing Co-op Agreement, and is therefore being improved by Redwood
City.
The Project was designed by AAM Design of Lafayette. AAM Design worked as a sub-
consultant on the Redwood Shores Street System Improvements Project, and has also
worked well with our staff in the Park and Recreation Department. However, this is the
first time they have prepared a complete bid package including the cost estimate.
Four (4) bids were received at the bid opening on November 30, 2005. The results are
summarized below:
No. Bidder Bid Amount
1. Sca es, Inc. — Half Moon Ba , CA $325,437.80
2. Lone Star Landsca e, Inc. — Oakland, CA $347,720.00
3. Suarez & Munoz Construction - $440,554.00
4. Blossom Valle Construction - $690,582.16
Consultant's Estimate $163,971.00
