�: i �-.� <br /> Even though the lowest responsible bid of $325,437.80 is double the estimate, it has <br /> been thoroughly checked and is considered a good and responsive bid. The reason <br /> the estimate was way off target is due to the fact that the Architect has never estimated <br /> a Caltrans project and did not take into account that this job will occur in the Caltrans <br /> right-of-way, which involves major traffic control expenses, night work, permitting and <br /> liability. Furthermore, a meeting was held with Scape to ensure that the Contractor <br /> understands the intended scope of work, and it was determined that rebidding the <br /> project would not necessarily yield a better price. <br /> A complete copy of the agreement is available for review in the City Clerk's Office. <br /> Alternative <br /> Do not award the contract, and re-design the project with a reduced scope of work. <br /> Fiscal Impacts <br /> Funds in the amount of $209,684 for the Island and Median Renovation Program <br /> remain available in the FY 2005-2006 Capital Improvement Program budget. An intra <br /> funds transfer of $150,000 can be made from the CIP Contingency Funds to cover this <br /> overage. Over the past three years, a budget of $100,000.00 per year was allocated for <br /> this Program.
