f��' � <br /> Having considered prior Council policy direction, public input and comments, as well as <br /> further analysis by City consultants and staff, it is recommended that the City Council — <br /> after considering any further public comments up to and during the Dec. 19, 2005 public <br /> hearing — adopt the City of Redwood City Urban Water Management Plan 2005, <br /> incorporating all changes described in the attached "Recommended Changes to Draft Plan <br /> (Tab 3)", and direct staff to compile and submit the final Plan to the State of California <br /> Department of Water Resources within 30 days of adoption. <br /> Based on prior direction from Council, discussions within the City Council Utilities <br /> Committee, and/or community input, staff expects to bring the following items, which are <br /> consistent with the UWMP — but which require subsequent, independent action - to the <br /> Committee and Council in the near future, for consideration and policy decisions: <br /> A. "Next level" of conservation education, outreach and water saving opportunities for <br /> Redwood City customers (beyond current "active" program). <br /> B. Increased protection from drought in the short term by sustaining the Water <br /> Financing Plan's "Minimum Water Fund Reserve", while working with BAWSCA to <br /> influence the SFPUC to evaluate and consider increasing the regional water <br /> system's drought reliability to 90% of normal year supply, rather than 80%. <br /> C. Participation in potential regional studies of alternative new water sources: ground <br /> water & desalinization. <br /> D. Support BAWSCA in its continuing efforts to ensure consistency between regional <br /> planning efforts and the SFPUC's plans. <br /> E. Adapt development impact procedures from SB610 "Water Supply Assessments" <br /> and SB221 "Water Verifications" at numeric thresholds lower than state <br /> requirements. <br /> F. Encourage developers to work with city staff and other BAWSCA / regional <br /> agencies to offset new water demand by transferring supply assurance from other <br /> agencies to Redwood City. <br /> G. Leverage Redwood City's investment in recycled water facilities/infrastructure to: <br /> a. export recycled water to adjacent communities; <br /> b. and/or create exchanges of recycled water for drinking water; <br /> c. and/or provide additional drought protection. <br /> H. Update of City Ordinance 2018 — Water Shortage Contingency (Appendix E of the <br /> UWMP), to include new provisions for water waste prohibitions. <br /> I. A"dual plumbing ordinance" for specified types of non-residential new development, <br /> to facilitate use of recycled water for toilet flushing and cooling. <br /> J. Strengthen policy nexus from UWMP to Water Financing Plan. <br /> K. Further exploration of a General Plan "Water ElemenY', which would set out policies <br /> related to land use, which in turn will be reflected in future UWMP updates. <br /> For its consideration in adopting the 2005 UWMP, the City Council was provided a binder <br /> on Dec. 5, 2005 containing the Draft 2005 UWMP (Draft for public review dated November <br /> 18, 2005, under Tab 5) and the record notes and presentation materials from the Nov. 30, <br /> 2005 public comments meeting (partial Tab 4). Tab 1 includes this staff report and the <br /> Executive Summaryforthe UWMP. Tab 2 includes the proposed resolution to be adopted <br /> by the City Council for the 2005 UWMP. Tab 3 includes recommended changes to the <br /> Draft UWMP generated by City staff, consultants, and as a result of public input. Tab 4 <br /> includes public comments on the Draft UWMP; including meeting notes from the November <br /> 30 public workshop and responses to questions/issues raised (meeting notes and materials <br /> from prior public meetings are included in Appendix A of the Draft UWMP). <br /> Page 3 of 4 <br />
