 '
Alternative
The Council could decide not to adopt the 2005 UWMP update, which would delay
submittal to the State, and in turn cause Redwood City to miss the statutory deadline for
adoption. The consequences of such a delay include potential disqualification from
consideration for pending and future state grant opportunities.
Fiscal Impact
No fiscal impacts to the Water Enterprise Fund will result directly from adoption of this Plan
update. The fiscal impacts of implementing and financing water conservation and recycling
are described in detail in the Redwood City WaterFinancing Plan — 2004 Update, prepared
by Bartle Wells Associates, Independent Public Finance Advisors. The Financing Plan is
being updated concurrently with the UWMP. The Council will receive the Draft 2005
Update on December 19, 2005, and consider approval of it on January 23, 2006.
In the long-term — and even without including the costs of the Recycled Water Project —
water rates and service charges will rise significantly in Redwood City, driven primarily by
the projected 300% increase in the wholesale cost of drinking water over the next ten
s, as the SFPUC repairs and strengthens the Hetch Hetchy regionalyr system.

4.
h
Manny Rosas Peter Ingram Ed" verett
Public Works Superintendent Director, Publi Works Services City Manager
Attachments
1.
