LSA ASSOCIATES, INC. <br />APRIL 2018 <br />Table 1: Mitigation Monitoring and Reporting Program <br />Impact Mitigation Measures <br />HAZ-1 Continued If the presence of previously unidentified subsurface <br />hazardous materials is confirmed at the project site, site <br />remediation may be required by the applicable State or <br />local regulatory agencies. Specific remedies would <br />depend on the extent and magnitude of contamination <br />and requirements of the regulatory agency(ies). Under <br />the direction of the regulatory agency(ies) and the City, <br />a Site Remediation Plan shall be developed, if <br />necessary. The Site Remediation Plan shall (1) specify <br />measures to be taken to protect workers and the public <br />from exposure to the potential hazards; and (2) certify <br />that the proposed remediation would protect the public <br />health in accordance with local, State, and federal <br />requirements, considering the land use proposed. <br />Excavation and earthwork activities associated with the <br />proposed project shall not proceed until the Site <br />Remediation Plan has been reviewed and approved by <br />the regulatory oversight agency and is on file with the <br />City. <br />Engineering fill and material to be used for surcharging <br />of the project site shall be tested prior to being imported <br />to the project site or prior to re -use of existing material <br />excavated from the project site to ensure that it would <br />not pose an unacceptable risk to human health or the <br />environment. Import fill will be evaluated in accordance <br />with the DTSC's Information Advisory for Clean <br />Imported Fill Material (2001 or most recent version) as <br />outlined in the Regional Water Board -Approved <br />Response Plan. Fill testing shall be performed by a <br />qualified environmental professional and demonstrated <br />to meet the appropriate threshold criteria.
