NO. 15662 <br />REV: 04‐30‐18 PR MUFF NO. 601 <br />RESOLUTION NO. 15662 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />REDWOOD CITY APPROVING A PLANNED DEVELOPMENT PERMIT <br />AND CONDOMINIUM PERMIT, APPROVING THE TENTATIVE MAP, <br />APPROVING AN ARCHITECTURAL PERMIT AND APPROVING A <br />SIGN PERMIT FOR THE 1548 MAPLE STREET PROJECT <br /> <br />WHEREAS, Applicant, Strada Investment Group, submitted an application for a <br />Zoning Map Amendment to the City’s new Mixed-Use Waterfront District, Architectural <br />Permit, Planned Development Permit, Tentative Map, Sign Permit and requested a <br />Development Agreement for a 131 unit townhouse development located at 1548 Maple <br />Street, (the "Project"); and <br /> <br />WHEREAS, on July 18, 2017, the Planning Commission held a duly noticed <br />scoping session for the preparation of an Environmental Impact report (EIR) to analyze the <br />1548 Maple Street project; and <br /> <br />WHEREAS, the Architectural Advisory Committee ("AAC") conducted duly noticed <br />public hearings to review the project design at its October 5, 2017 and January 18, 2018 <br />meetings. The AAC recommended approval of the Architectural Permit at its January 18, <br />2018 meeting; and <br /> <br />WHEREAS, on March 8, 2018, the Historic Resources Advisory Committee <br />(HRAC) held a meeting to provide comments on the Cultural Resources Chapter of the <br />Draft EIR. Some Committee members requested the applicant consider retaining the water <br />tank it is current location; and <br /> <br />WHEREAS, an Environmental Impact Report (EIR) has been prepared in <br />accordance with the requirements of the California Environmental Quality Act (Public <br />Resources Code Section 21000 et seq.; hereafter, “CEQA”) and the Guidelines for <br />Implementation of the California Environmental Quality Act (Title 14, section 15000 et seq. <br />of the California Code of Regulations; hereafter, the “CEQA Guidelines”); and <br /> <br />WHEREAS, the Draft EIR for the Project ("DEIR") was circulated for public <br />review and comment for 45 days beginning on January 26, 2018 and ending on March <br />12, 2018, and was filed with the State Office of Planning & Research under State <br />Clearinghouse No. 2017072011; and <br /> <br />WHEREAS, on February 20, 2018, the Planning Commission held a duly <br />noticed public hearing and received public testimony on the DEIR. The City received <br />written and public testimony from the public during the DEIR public review period and <br />determined that no substantial comments were received that would require new <br />mitigation measures or recirculation of the EIR; and <br /> <br />WHEREAS, on April 17, 2018, the Planning Commission conducted a duly noticed <br />public hearing in accordance with all applicable requirements of the Redwood City <br />Municipal Code and Zoning Ordinance and adopted Resolution 18-07 recommending <br />the City Council adopt the Zoning Map Amendment, approve a Development Agreement,
