and <br />WHEREAS, the Council has heard and considered all <br />written or oral objections (if any) presented to the formation <br />of said proposed district, the inclusion of any lands therein <br />or said five projects or any of them; and the Council made no <br />change in any of said projects or in the estimated costs and <br />expenses thereof or in the boundaries of said proposed <br />district, except that the Council on its own motion has <br />deleted from the general description of the Streets and <br />Highways Project hereinafter set forth, the last clause thereof <br />appearing in the Resolution of Public Interest, and except <br />that the Council on its own motion has increased the general <br />estimated cost of each of said projects by adding thereto an <br />item for an additional contingency allowance as hereinafter <br />set forth and by modifying Exhibit A to the Resolution of <br />Public Interest by adding the following item thereto under <br />the heading "II.
