6. Said Council further declares that all public streets, <br />highways, and other publicly owned property within said assessment <br />district in use in the performance of a public function shall be <br />omitted from the assessment hereafter to be made to cover the <br />costs and expenses of said acquisitions and improvements. <br />7. NOTICE IS HEREBY GIVEN, and said Council of said City does <br />determine that serial bonds to represent unpaid assessments of <br />$50.00 or more, and bearing interest at a rate not to exceed six <br />per cent (6%) per annum, will be issued hereunder in the manner <br />provided by Division 7, Part 5, of the Streets and Highways Code <br />of the State of California (Improvement Act of 1911 Type) and the <br />I <br />last installment of such bonds shall mature fourteen (14) years <br />-4- <br />
