meeting for further analysis. <br /> <br />Zoning Map Amendment <br />The property located at 1548 Maple Street site is currently located within the Tidal Plain (TP) <br />zoning district with a General Plan Designation of Mixed Use Waterfront. The land uses in <br />the TP zoning district are inconsistent with the Mixed Use Waterfront General Plan designation <br />for the site. The applicant requests a Zoning Map Amendment to designate the site MUW, for <br />consistency with the General Plan and to accommodate the new development. Staff has <br />reviewed the project for compliance with the proposed MUW zoning regulations, and has <br />determined that all applicable standards have been met. There were no changes to the Zoning <br />Map Amendment as Introduced at the May 7, 2018 City Council meeting. For additional <br />analysis, see attached staff report from the May 7, 2018 City Council meeting. <br /> <br />Development Agreement <br />The Project includes a Development Agreement, which includes an Agreement for Exchange of <br />Real Property and memorializes project benefits provided by the developer in exchange for <br />partial fee waivers from the City. The Ordinance approving the Development Agreement was <br />introduced by the City Council at its May 7, 2018 meeting with no changes. For additional <br />analysis of the Development Agreement, see attached staff report from the May 7, 2018 City <br />Council meeting. <br /> <br />ALTERNATIVES <br />1. Adopt a Zoning Ordinance establishing the Mixed-Use Waterfront District, adopt the <br />Zoning Map Amendment, and adopt the Ordinance approving the Development <br />Agreement; <br />2. Do not adopt the ordinances. <br /> <br />FISCAL IMPACT <br /> <br />ENVIRONMENTAL REVIEW <br />Mixed Use Waterfront District <br />At the May 7, 2018 meeting, the City Council adopted a Resolution approving the n Addendum <br />to the General Plan EIR (EIR Addendum), for the Mixed-Use Waterfront Zoning Ordinance <br />Amendment (Zoning Ordinance Amendment). The EIR Addendum demonstrates and finds <br />that the proposed Zoning Ordinance Amendment is subject to prior environmental review <br />under CEQA, that there are no new significant impacts nor any increase in the severity of <br />previously identified impacts, and that no change in circumstance has occurred with respect to <br />the EIR and the proposed Zoning Ordinance Amendment or the environment affected by <br />the project that would alter prior environmental findings, conclusions, or mitigation measures. <br /> <br />Strada Development <br />The City Council, at its May 7, 2018 meeting adopted a Resolution certifying the Final (FEIR) <br />for the 1548 Maple Street Project. The Draft Environmental Impact Report for the 1548 Maple <br />Street Project did not identify any significant unavoidable environmental impacts. All identified <br />6.4.B. - Page 2
