1 <br /> <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 21, 2018 <br /> <br />SUBJECT <br />Appeal by Better Neighborhoods Inc. of Planning Commission Resolution No. 18-03 <br />approving the Planned Community Permit, Density Bonus including a height <br />concession, and Affordable Housing Plan for the project at 353 Main Street pursuant to <br />the City of Redwood City's North Main Street Precise Plan <br /> <br />RECOMMENDATION <br />Adopt a Resolution denying the appeal and approving the Planned Community Permit, <br />Density Bonus including a height concession, and Affordable Housing Plan for the <br />project at 353 Main Street, based on the findings and subject to the conditions of <br />approval contained therein, and upon determination that the proposed project is exempt <br />from CEQA under Guidelines Section 15332 (Infill Development Projects). <br /> <br />BACKGROUND <br />In June of 2016, ROEM Development (applicant), submitted a conceptual plan <br />proposal to construct a new five- and six-story, multi-family residential building <br />containing 125 for-rent units (106 market rate units / 19 affordable apartment units), <br />with 182 vehicle parking spaces and 42 bicycle parking spaces within two levels of <br />parking, with one level below grade. As the project is located within the North Main <br />Street Precise Plan (NMPP), a conceptual plan is required for staff level review prior to <br />submitting a Planned Community Permit application. City staff reviewed the conceptual <br />plans and provided feedback on the proposal, including the direction to remove the <br />subterranean parking based on updated FEMA maps which preclude below grade <br />parking for residential development. <br /> <br />FIGURE 1: Conceptual Plan from June, 2016 <br /> <br /> <br />In October of 2016, the applicant submitted a revised conceptual plan proposal to <br />construct a new six- and seven-story multi-family residential building containing 125 <br />for-rent units (106 market rate units / 19 affordable apartment units), with 182 vehicle <br />7.B. - Page 1
