ATTY/RESO.0041/CC RESO DENYING THE APPEAL FOR 353 MAIN STREET <br />REV: 05-14-18 PR <br />Page 1 of 28 <br />RESOLUTION NO. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />REDWOOD CITY DENYING THE APPEAL AND APPROVING A <br />PLANNED COMMUNITY PERMIT, DENSITY BONUS INCLUIDNG A <br />HEIGHT CONCESSION, AND AFFORDABLE HOUSING PLAN FOR <br />353 MAIN STREET PURSUANT TO THE CITY OF REDWOOD CITY'S <br />NORTH MAIN STREET PRECISE PLAN, AND FINDING THAT SAID <br />APPROVALS ARE EXEMPT FROM THE REQUIREMENTS OF THE <br />CALIFORNIA ENVIRONMENTAL QUALITY ACT <br /> <br />WHEREAS, Applicant, ROEM Development, submitted an application for a <br />Planned Community Permit, Density Bonus including a height concession, and Affordable <br />Housing Plan for a new 7-story residential development, consisting of 125 residential units <br />(including 19 affordable units) located at 353 Main Street (the Project), which is located <br />within the North Main Street Precise Plan area (NMPP); and <br /> <br />WHEREAS, on September 7, 2017, the Architectural Advisory Committee <br />(AAC) conducted a public hearing for conformance with the NMPP urban design <br />guidelines. The AAC continued the item with direction to enhance the main entry with <br />greater architectural expression, strengthen the building cap, modify the stair tower, and <br />revise the seating at the creek overlook. AAC reviewed the revised project on October <br />19, 2017 and unanimously recommended that the Planning Commission approve the <br />project as revised; however asked that project details relating to the building entry, <br />materials, and base cap return on consent calendar. The applicant returned to AAC on <br />the November 30, 2017 consent calendar and was found to sufficiently respond to the <br />AAC’s direction; and <br /> <br />WHEREAS, pursuant to State Density Bonus Law and Redwood City's Affordable <br />Housing Density Bonus regulations (Government Code Section 65915, and Section 32.19 <br />of the Redwood City Zoning Code), the Applicant requested one development standard <br />concession to allow an increased building height beyond that otherwise allowed under <br />the NMPP; and <br /> <br />WHEREAS, the Planning Commission of the City of Redwood City is <br />empowered by the North Main Street Precise Plan and Zoning Ordinance to act upon <br />applications for Planned Community Permits, Density Bonus requests, and <br />Affordable Housing Plans; and <br /> <br />WHEREAS, the density bonus height concession would result in cost <br />reductions.
