· Presentations to the Historical Resources Advisory Committee, Architectural <br />Review Committee, and to the Planning Commission <br />· Traffic calming design and engineering <br />· CEQA Process and EIR Certification <br />· Completion of the Design Development and Construction Documents <br /> <br /> <br />ALTERNATIVES <br />The City Council may choose to direct staff on alternatives received from the schematic <br />design presentation. This may include a series of new meetings; revisions to the scope <br />of the project; or other suggestions. <br /> <br />FISCAL IMPACT <br />The City Council approved the Professional Design Agreement with ELS Architecture <br />and Urban Design for Phase II (conceptual design and schematic design) of this project <br />for a total of $867,990. The City and the YMCA share this cost equally. <br /> <br />The City has allocated a total of $10 million towards the Project to date with $9 million <br />coming from the Parks Impact Fees (development fees) and $1 million from the <br />commitment from Stanford University’s development agreement with the City. Staff is <br />recommending an additional $5 million in Park Impact Fees in the FY 2018-19 Capital <br />Improvement Program, which would bring the total Project fund to $15 million. <br /> <br />ELS has provided a preliminary building cost estimate for the 45,000 sq. ft. Veterans <br />Memorial Building/Senior Center. With an estimated $700/sq. ft. building construction <br />cost, site design contingency, site construction contingency, building escalation costs at <br />.66%/month (8%/year) over 30 months, bonds and insurance, contractor’s fee and <br />overhead, the total building cost estimate is $50,958,979. <br /> <br />As is typical for major new public facilities, the City anticipates issuing debt to fund <br />construction costs for the Veteran’s Memorial Building/Senior Center. Staff are <br />assessing the cost of issuing certificates of participation, and are including estimated <br />debt service costs in the General Fund Five Year Forecast. Staff will return to the City <br />Council to seek authority for the funding plan later this year. <br /> <br />ENVIRONMENTAL REVIEW <br />The requested action is not a project under the California Environmental Quality Act <br />(CEQA). As described above, an EIR will be prepared consistent with CEQA. A Notice <br />of Preparation informing the public that an EIR would be prepared and requesting <br />comment on the scope of environmental analysis was released for a 30-day period <br />8.A. - Page 8
