on bicycle parking and paths throughout the park, and ways for the public to <br />enter the aquatics areas without going through the main YMCA entrance. <br /> <br />· Green space: Support remained steady to maintain trees and eliminate <br />infringements on park space. Several expressed support for the promenade. A <br />few participants suggested either shrinking the promenade or other park <br />boundary areas to allow for more parking capacity. There was one suggestion to <br />make the building taller to maintain usable square footage but allow more space <br />for parking. <br /> <br />· Aquatics: Plans showing an indoor and outdoor pool were met with general <br />approval. Questions remained regarding the depth of the respective pools, <br />access for non-YMCA and low-income community members, and how general <br />programming demands will be balanced. <br /> <br />· Efficient Use of Space: The renderings of the lobbies of each facility led to <br />questions by some whether the lobbies could be scaled down to allow more of <br />each building envelope to be used for programming space. The concern was <br />also raised that a large, high-ceilinged lobby could provide a difficult acoustical <br />environment for seniors. Several commenters noted they would like to see <br />smaller, more intimate spaces for conversation. <br /> <br />Estimated Project Timeline: <br />If Council chooses to approve the Project Schematic Design, and continue with the <br />CEQA process, Design Development and Construction Documents, the estimated <br />Project timeline envisions a possible start of construction (Phase I) for the Veterans <br />Memorial Building/Senior Center in March 2019. Construction could take up to 24 <br />months with a possible grand opening in April 2021. YMCA representatives have stated <br />they would like to begin construction in Phase II and behind the Veterans Memorial <br />Building/Senior Center with a possible start of construction in early 2020 and to be <br />complete in early 2022. <br /> <br />Staff also heard from neighbors that they would like the City to include traffic calming <br />improvements in the neighborhood as an important and critical part of Phase I. <br /> <br />A number of tasks will have to be completed in order to start construction, including: <br />· Development Agreement between the City and the YMCA <br />· Ground Lease Agreement between the City and the YMCA <br />· Finalize project construction funding <br />8.A. - Page 7
