REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 21, 2018 <br /> <br />SUBJECT <br />Support of California Ballot Proposition 68 - California Drought, Water, Parks, Climate, <br />Coastal Protection, and Outdoor Access for All Act of 2018 <br /> <br />RECOMMENDATION <br />Adopt a resolution supporting June 2018 State Ballot Proposition 68, California Drought, <br />Water, Parks, Climate, Coastal Protection, and Outdoor Access for All Act of 2018 <br /> <br />BACKGROUND <br />Proposition 68 represents the first legislatively authorized debt instrument for parks, <br />resources and environmental improvements since 2002 and is the largest investment in <br />natural resources and underserved communities in California history. The $4 billion <br />bond would provide parks for disadvantaged neighborhoods and investments in the <br />state’s wildlife and ecological areas, water resources, and urban areas to help <br />safeguard against climate change impacts, make cities more livable, and protect <br />California’s natural resources for future generations. The measure would also increase <br />drought and flood protection, and supply clean water. <br /> <br />Proposition 68 represents investments in California’s urban, suburban and rural park <br />and resources-related landscapes which promote the notion of community and provide <br />health, environmental and aesthetic benefits. <br /> <br />Among its investment priorities, Proposition 68: <br />· Contains $200 million in per capita funding to assist all of California’s <br />communities in underwriting priority park-related improvements; and <br />· Invests $30 million in trail network improvements promoting non-motorized <br />recreational and commuter opportunities throughout the state; and <br />· Provides hundreds of millions of dollars on other important investments in <br />resource-related infrastructure including California’s rivers, coast, and other <br />9.B. - Page 1
