waterways, the state’s mountainous settings such as the Sierra and wildlife and
fish-dependent habitats.

The recommended resolution for support of Proposition 68 was provided by the League
of California Cities and is provided in Attachment A. A complete breakdown of all the
funding categories is included in Attachment B.

ANALYSIS
Proposition 68, the California Drought, Water, Parks, Climate, Coastal Protection, and
Outdoor Access for All Act of 2018, represents the first legislatively authorized debt
instrument for parks, resources and environmental improvements in fifteen years. This
$4 billion General Obligation Bond is on the June 2018 ballot. One component of the
measure is $200 million statewide granted to cities and park districts on a per capita
basis. There is a minimum estimated grant of $200,000 which the City of Redwood City
would receive. Competitive grants will also be available depending on the program
requirements.

ALTERNATIVES
Take no position or oppose Proposition 68.

FISCAL IMPACT
If approved by California voters, the City of Redwood City will be eligible for a $200,000
per capita grant for park capital projects.

ENVIRONMENTAL REVIEW
This activity is not a project under CEQA as defined in CEQA Guidelines, section
15378, because this recommendation is not considered a project, and has no potential
for resulting in either a direct or reasonably foreseeable indirect physical change in the
environment.

CHRISTOPHER BETH
PARKS, RECREATION AND COMMUNITY SERVICES DIRECTOR

9.B. - Page 2
