11. East Palo Alto <br />In July 2014, the city replaced its inclusionary zoning ordinance with a direct affordable housing impact fee imposed on <br />all new market rate units. The new fee reflects the maximum justified rates identified in the 2014 affordable housing <br />nexus study. Housing advocates elsewhere use East Palo Alto's fee program as a model. El Cerrito <br />In late March 2018, consultants Keyser Marsten Associates brought before the El Cerrito Planning Commission a series of <br />recommendations including the pursuit of an inclusionary zoning ordinance or an affordable housing impact fee along with <br />the adoption of risk displacement strategies and ways to encourage development of "missing middle" housing types.
