26. Newark <br />In early 2014, the city replaced its 15 percent inclusionary ordinance and in -lieu fee program with a direct affordable <br />housing impact fee on new residential development. The new fee structure went into place on June 9, 2014. (In October <br />2014, the City Council considered waiving the fee for a new residential development planned for a Motel 6 site where the <br />city experienced significant crime problems.
