Petaluma The Petaluma City Council is considering a proposal to increase its inclusionary percentage from 15 percent to 20 percent for developers who choose to pay an in -lieu fee rather than build affordable units on-site under a recommendation brought before city leaders in early March 2018. The city has had a 15 percent inclusionary policy that allowed payment of an in - lieu fee for new residential development since 1984 and adopted a commercial linkage fee in 2004. In 2017, the city hired a consultant to conduct nexus studies with an eye on the adoption of affordable housing impact fees.
