29. Petaluma <br />The Petaluma City Council is considering a proposal to increase its inclusionary percentage from 15 percent to 20 percent <br />for developers who choose to pay an in -lieu fee rather than build affordable units on-site under a recommendation brought <br />before city leaders in early March 2018. The city has had a 15 percent inclusionary policy that allowed payment of an in - <br />lieu fee for new residential development since 1984 and adopted a commercial linkage fee in 2004. In 2017, the city hired <br />a consultant to conduct nexus studies with an eye on the adoption of affordable housing impact fees. On March 5, 2018, staff recommended increasing the percentage starting July 1, 2018, to 20 percent if developers choose to <br />pay an in -lieu fee rather than build the units. <br />30. Pleasanton <br />In 2013, the city opted to maintain its existing affordable housing fee program even though its new nexus -based affordable <br />housing fee analysis for for -sale housing showed much higher supportable fees.
