Residential and commercial developments must pay an impact fee or <br />provide affordable units on or off-site. The new rules went into effect Feb. 11, 2017. The city's prior program required <br />for -sale developments of 10 or more units to set aside 15 percent as affordable. It had no commercial <br />linkage fee.
