REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 21, 2018 <br /> <br />SUBJECT <br />Agreement for Professional Services with Associated Right of Way Services Inc. for <br />Right of Way Support Services for 101/Woodside Interchange Project <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute an Agreement for <br />Professional Services with Associated Right of Way Services Inc. in the amount of <br />$610,020 for right of way support services and authorize the City Manager to amend the <br />Agreement, if necessary, up to 15% of the Agreement amount, not to exceed $710,525 <br /> <br />BACKGROUND <br />Work on the Plans, Specifications and Estimate (PS&E) phase of the project by the <br />City’s Consultant AECOM was authorized in August 2017. AECOM, in coordination with <br />City staff, Caltrans, and the San Mateo County Transportation Authority (SMCTA), has <br />made substantial progress toward its first major milestone, 65% design. Activities <br />undertaken included field surveys and investigation, topographic mapping and controls <br />updates, location and verification of utilities, development of numerous technical studies <br />supporting roadway and structure design, and design detailing of all features. Three <br />Project Development Team (PDT) meetings, a geometric design focus meeting, and a <br />structure type selection meeting have been held at Caltrans. Status updates were <br />provided to two Chamber of Commerce committees and to the Seaport Industrial <br />Association. <br /> <br />Staff continues to solicit funding for the project. The City secured right of way funding <br />from SMCTA ($20M) and the State Transportation Improvement Program (STIP) ($8M). <br />When combined with the City’s planned contribution of property required for the project, <br />the right of way component of the project is fully funded. <br /> <br />ANALYSIS <br />On December 22, 2017, the City issued a Request for Proposals (RFP) for a right of <br />way acquisition consultant to conduct right of way support services for the <br />101/Woodside Interchange Project. The RFP was issued to the City’s list of qualified <br />engineering consultants plus specialty right of way consultants. <br />6.1.A. - Page 1
