The City received seven proposals on the due date of January 30, 2018 from the <br />following consulting firms. <br />· Associated Right of Way Services, Inc. <br />· Bender Rosenthal, Inc. <br />· Briggs Field Services, Inc. <br />· Dokken Engineering <br />· Interwest Consulting Group, Inc. <br />· Overland, Pacific and Cutler, LLC <br />· Paragon Partners Ltd. <br /> <br />City staff reviewed, scored and ranked the proposals according to the following <br />standard criteria. <br />· Overall responsiveness to the RFP <br />· Consultant (and project team) qualifications, experience, and referenced projects <br />· Qualifications, experience and commitment of project manager (in three or more <br />similar projects) and team members <br />· Project understanding, innovative approach and proposed scope of work <br />· Ability to deliver the project scope of work within stated estimated level of effort <br />· Project management plan and schedule <br />· Ability to sign City’s Standard Professional Services Agreement and provide <br />City’s standard insurance coverages listed therein <br /> <br />Through this process, staff identified the top three candidates to be Associated Right of <br />Way Services, Inc., Bender Rosenthal, Inc. and Interwest Consulting Group, Inc. The <br />top-ranked proposals were then reviewed, scored and ranked by City staff and Caltrans <br />Right of Way agents using the above criteria. Associated Right of Way Services Inc. <br />was identified as the top-ranked consultant. <br /> <br />Staff recommends awarding the contract to Associated Right of Way Services Inc. for <br />the right of way support work and authorizing the City Manager to amend the agreement <br />if needed. Services will include the following: <br /> <br />· Pre-acquisition coordination with the City Attorney, staff, Caltrans, the designer, <br />and AECOM, and preliminary discussions with property owners; <br />· Acquisition services, including appraisals, offers, negotiations, agreements and, if <br />necessary, condemnation support; and <br />· Advice and assistance during development of the necessary right of way <br />certification. <br /> <br /> <br />6.1.A. - Page 2
