REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 21, 2018 <br /> <br />SUBJECT <br />Two-Hour Parking Time Limit along the Middlefield Road and Chestnut Street frontage <br />of 1698 Middlefield Road (Jardin De Niños Park) <br /> <br />RECOMMENDATION <br />1. Waive first reading and introduce an Ordinance to amend section 20.96 of the <br />Parking Ordinance to establish a two-hour parking limit along the Middlefield Road and <br />Chestnut Street frontage of 1698 Middlefield Road; <br />2. Schedule a second reading and adoption of the Ordinance for June 11, 2018; <br />3. Find that the ordinance is exempt from the requirements of the California <br />Environmental Quality Act (CEQA) under CEQA Guidelines Section 15301 (Existing <br />Facilities) as set forth in the staff report <br /> <br />BACKGROUND <br />City staff has received a number of comments related to lack of available street parking <br />near Jardin De Niños Park. Residents have expressed concerns at recent <br />Neighborhood Association meetings, as well as in direct communications to the City. <br />Specifically, residents are concerned that long-term parkers continually use the street <br />parking adjacent to the park. This forces park users to park long distances away from <br />the park, often walking with children along a very busy roadway. Park users have <br />requested that street parking near the park be designated for short-term parking to help <br />solve this problem. <br /> <br />ANALYSIS <br />Based on the concerns noted above, City staff monitored the parking in the immediate <br />area and has determined that a significant number of vehicles parking in this area are <br />not using it to access the park. Many vehicles in this area appear to be owned by <br />employees from nearby businesses. Other vehicles appear to be owned by <br />neighborhood residents, and are simply being stored on the street for long periods of <br />time. <br /> <br />Staff recommends instituting a two-hour parking limit along the street frontages of Jardin <br />De Niños Park (Middlefield Road and Chestnut Street).
