two parking spaces on Chestnut Street and four spaces on Middlefield Road from 9 <br />a.m. to 6 p.m. all days except Sunday and holidays. <br /> <br />Most City parks have onsite parking and do not directly rely on street parking for <br />access. Similar restrictions are used at Spinas Park on Second Avenue, where there is <br />similarly no onsite parking. At Spinas Park, the restrictions have improved access for <br />visitors and neighborhood residents. The proposed action would allow neighborhood <br />residents to more easily access Jardin De Niños Park during the day, while still allowing <br />nearby residents to use the area for overnight parking. <br /> <br />Citywide, the Police Department has a limited ability to enforce parking restrictions like <br />these. Enforcement would be occasional, in response to calls from the public, and <br />based on Department capacity at the time of the call. Generally, the Police Department <br />prioritizes responding to public safety enforcement requests over responding to parking <br />enforcement requests. <br /> <br />Thirty days following the second reading of this ordinance, the restrictions will become <br />effective. Staff will issue a work order to install signs implementing this regulation on the <br />block described above and will notify affected Neighborhood Associations of this <br />change. <br /> <br />ALTERNATIVES <br />Council may choose to: <br /> <br />1. Make changes to the proposed Ordinance and staff recommendations. <br />2. Not adopt the proposed Ordinance. <br /> <br />FISCAL IMPACT <br />The cost to install the implementing signs should be less than $2,000 and would be paid <br />from the Parking District Fund – Street System Maintenance Fund that has a balance of <br />$149,754.89 as of March 31, 2018. Parking citation revenue could increase modestly if <br />parkers disregard the time limits. <br /> <br />ENVIRONMENTAL REVIEW <br />As the lead agency under CEQA, the City of Redwood City has determined that the <br />recommended action in this staff report meets the CEQA exemption criteria as set forth <br />in Section 15301, (Existing Facilities) in that the proposed project involves the operation <br />of an existing street and minor changes to existing parking signage with no expansion of <br />use. Furthermore, this project has been designed in compliance with the City’s <br />Engineering Standards and accepted practices. <br />6.4.A. - Page 2
