2. The Planning Commission hereby finds that the Zoning Amendment to <br />Article 60 (Zoning District Boundaries- Maps) to add the Vehicular Combination Zoning <br />District to 515 Veterans Boulevard (as described in Exhibit A) is consistent with the <br />General Plan, the existing zoning of the properties in the immediate vicinity, and the <br />purpose of amendments to increase the quality of the provisions of the Zoning Ordinance <br />in guiding and regulating the future development, growth, and evolution of Redwood City. <br />3. The Planning Commission hereby finds that the required Findings for a <br />Conditional Use Permit can be made: <br />a. The Project will be consistent with the various elements and objectives <br />of the General Plan and Zoning regulations for the subject location. <br />The proposed automobile sales and service use is fully consistent with <br />the allowable uses and development intensity stated in the General <br />Plan for the Commercial - Regional land use designation. The <br />proposed use would also be consistent with the amended IP -V Zoning <br />District for the property and would meet all development standards of <br />the Zoning Ordinance, including parking. <br />b. The proposed use is compatible with surrounding uses. The Project is <br />compatible with the surrounding commercial uses, including similar <br />automobile sales and service uses in the immediate vicinity. The site <br />is also located in a high visibility location in close proximity to U.S. <br />Highway 101 which is a desired attribute for an automobile sales use. <br />c. The Project and its associated structures and facilities will not be <br />detrimental to the public health, safety, or welfare of the people and <br />property of Redwood City. The Project is mainly an interior <br />construction project utilizing an existing commercial building and is <br />subject to review by all divisions of the Community Development <br />Department to ensure public health and safety. The proposed use is <br />also fully compatible with the surrounding commercial uses because <br />Tesla only produces electric vehicles and therefore does not have the <br />same impacts normally associated with an automobile service use for <br />gas -powered vehicles. <br />d. The Project will not adversely affect or conflict with adjacent uses or <br />impede the normal development of surrounding property. The Project <br />is mainly an interior construction project to convert an existing <br />commercial building into another commercial use. There is no addition <br />of square footage, and there would not be any impact on normal <br />development of surrounding property. <br />e. Adequate public and private facilities such as utilities, landscaping, <br />parking spaces and traffic circulation measures are or will be provided <br />for the Project. The proposed use would utilize an existing commercial <br />building that is fully serviced by public utilities and infrastructure. The <br />existing surface parking areas for the property do not currently contain <br />ATTY/RESO.0037/PC RESO RECOMMENDING APPROVAL OF ZA MAP & CONDITIONS OF APPROVAL— 515 VETERANS <br />REV: 05-16-18 PR <br />Page 2 of 12 <br />
