In addition, the <br />Engineering Division will review the proposed project with Chapter 27A <br />(Stormwater Requirement Treatment Measures and Maintenance <br />Program) of the Municipal Code at building permit submittal for other <br />stormwater runoff requirements. <br />5. The Planning Commission hereby finds that the proposed Project is within <br />the scope of the previously approved General Plan for which the 2010 General Plan EIR <br />was prepared. As set forth in CEQA Guidelines Section 15183 and the May 15, 2018 <br />memorandum attached to the staff report, the proposed Project is consistent with the <br />densities and policies in the General Plan that were analyzed in the 2010 General Plan <br />EIR. There are no environmental effects which are peculiar to the Project or site, and no <br />further environmental review is required. <br />6. The Planning Commission hereby recommends that the City Council <br />approve the proposed zoning amendment to Article 60 as shown in Exhibit A, Conditional <br />Use Permit, and Architectural Permit for 515 Veterans Boulevard with the conditions of <br />approval provided in Exhibit B, with approval of the Conditional Use Permit and <br />Architectural Permit contingent upon the approval of, and effective upon the effective date <br />of, the zoning amendment. <br />7.
