<br />Redwood Shores Lagoon Dredging Project <br />Scope of Services - Moffatt & Nichol <br /> <br />than those for wetlands "cover" material, levee restoration, and/or landfill daily cover. In order <br />to obtain a permit for reuse of the dredged material at an adjacent disposal site for the purpose <br />of wetlands cover, the specific tests required for each composite sample would be bulk <br />sediment chemistry, a solid phase bioassay, and, if necessary, a leachate test. Reference <br />sediment will need to be collected from an existing wetland or approved reference site in the <br />vicinity of the project area for comparing the results of the bioassays. A bioassay will not be <br />required if the dredged material is to be used as non-cover material or for levee restoration, <br />landfill daily cover, or upland building material. <br /> <br />To address potential water quality impacts from the discharge of decant water, chemical <br />testing of an effluent elutriate extract from each composite area will also be conducted. The <br />effluent elutriates will be prepared and tested in accordance to the procedures detailed in the <br />Inland Testing Manual. All data will be compared to the chemistry of the site water and <br />applicable water quality standards to determine potential water quality impacts. <br /> <br />In-Bav Disposal Option <br /> <br />Since we believe it is going to be difficult to obtain approvals for disposal at the designated <br />Alcatraz disposal site, primarily because the dredging is not within the Bay, we have not <br />proposed sampling and testing for In-Bay disposal. If the potential for In-Bay disposal is <br />identified during discussions with DMMO, we will coordinate with City staff and develop a <br />modified sampling/testing protocol prior to expending any effort. More extensive testing as <br />outlined in Public Notice 01-01 would be required for this option, which would include three <br />bioassays (a bivalve suspended phase test and two benthic toxicity tests), and potentially a <br />bio-accumulation test if concentrations of certain bio-accumulative constituents exceed <br />established thresholds. <br /> <br />Following the completion of testing, a report will be provided detailing the methods used, the <br />results of the testing, and the applicability of the sediments for their desired reuse. <br /> <br />Deliverable: Sediment Test Results (Draft & Final) <br /> <br />Task 1.5 - Prepare Preliminary Design Report <br /> <br />Results of the sediment characterization, and discussions with the City and DMMO, will be <br />used to develop a Preliminary Design Report that will include: <br /> <br />. A description of the dredging project, <br />. Proposed dredging volumes and locations, <br />. Recommendations for a preferred disposal site, <br />. Disposal site concepts, <br />. Permit requirements, <br />. Public notification needs, and <br /> <br />. Preliminary construction estimates <br /> <br />Enough detail will be provided in the report to assist the City with their capital planning and <br />budgeting efforts, as well as provide the basis for preparing permit applications. <br /> <br />Deliverable: Preliminary Design Report (Draft & Final) <br /> <br />4 <br />
