<br />Redwood Shores Lagoon Dredging Project <br />Scope of Services - Moffatt & Nichol <br /> <br />Task 1.6 - Meetings, Project Management, and Quality Control <br /> <br />Communications will be managed via face-to-face meetings, phone calls, e-mails, and written <br />correspondence as dictated by project needs. When critical path tasks are underway, weekly <br />progress updates will be provided to ensure that accurate and timely progress is being <br />achieved. <br /> <br />We have included budget for 4 meetings with City staff to discuss project progress and to <br />present interim results. Also included are 2 meetings at DMMO to present the SAP and the <br />sediment test results. A comprehensive quality control review of all deliverables will be <br />performed, to ensure an independent review of project deliverables to the City and agencies. <br /> <br />Phase 1 Schedule <br />We anticipate the following schedule for Phase 1. <br /> <br />Task Deliverable Weeks From Start of Phase 1 <br />1.1 None (Review Data) 4 <br />1.2 Initial Dredging Assessment 8 <br />1.3 Sediment Sampling & Analysis Plan 10 <br />1.4 Sediment Test Results 20 <br />1.5 Preliminary Design Report 24 <br /> <br />PHASE 2: PERMITTING AND BID DOCUMENT PREPARATION <br /> <br />The objective of this phase is to take the project through the permitting process, and to <br />develop bid documents for construction of the project. <br /> <br />Task 2.1 - Assist the City With Permitting and Public Outreach <br /> <br />Dredging projects and the disposal and/or reuse of dredge materials are highly regulated <br />activities with specific guidance available from the U. S. Environmental Protection Agency and <br />from the U. S. Army Corps of Engineers. Within the San Francisco Bay area, dredging project <br />permitting by federal, state, and local regulatory agencies is coordinated by the Dredged <br />Material Management Office (DMMO). The DMMO is a joint program of the San Francisco <br />Bay Conservation and Development Commission (BCDC), San Francisco Bay Regional Water <br />Quality Control Board (RWQCB), State Lands Commission (SLC), San Francisco District U.S. <br />Army Corps of Engineers (USACE), and the U.S. Environmental Protection Agency (EPA). <br />Although separate permits are issued by each of the applicable agencies, a single joint <br />application is usually prepared. Project descriptions and planned sampling and testing <br />programs are submitted to this DMMO group for review and comments. All dredging and <br />disposal activities are done within the guidance of the San Francisco Final Long Term <br />Management Strategy - Management Plan (L TMS). The Plan is a regional dredged material <br />management program that recommends beneficial re-use to the extent practicable, ocean <br />disposal for other projects where practicable, and a continuation of unconfined in-Bay disposal <br />at reduced levels for the remaining subset of projects. <br /> <br />5 <br />
