We understand that the City has replaced sluice
gates at some portions of the Lagoon, and maintenance dredging is needed to clear the areas
in front of the new sluice gates. Locations of these gates were provided by you in a figure to
us. The intake channel fi:omBelmont Slough will also require dredging. Given that dredging
projects usually entail high mobilization costs associated with bringing in specialized marine
equipment, it may be prudent to look at additional shallow areas where the City applies
herbicides to control nuisance plants. We have added this task lnto this revised proposal as
an allowance. .

This proposal is to identify the extent and volume of required dredging, provide permit
assistance, and prepare Bid Documents for the required maintenance dredging.

Scop~ of Work

We propose the fonowing scope of work based on our discussions.

1. Estimate. Dredaina Limits and Volume

The City has determined that portions of the lagoon, where sluice gates 1, 2, 3, 29, 5, 6,
19, 20, 21,22, 23 and 24 are located, need to be dredged. Additional dredging is needed
at the intake channel from Belmont Slough. The intake structure is a gravity inlet and the
channel from the inlet structure to the lagoon has silted in. We foresee the following work
items to make this determination:

. Review design of gates (Le.size, invertelevation, flows)

. Conduct field visit to determine extent of dredging and make depth measurements
as necessary

. Estimate footprint of dredging area .and volume

. Evaluate site access and right-of-way/easement for contractor access to proposed
dredge areas

-..
