Brian Lee. City of Redwood City
Sluice.Gate Dredging Proposal
November 6,2008
Page 2

1A:lnvestigate Additional Areas Benefiting From Dredging

We have added this task to assess if areas other than in the vicinity of sluice gates may
benefit from dredging, Which would be presented in the bid documents as Additive Bid
Alternate items. This would be based on meetings with City maintenance staff, andreview
of the hydrographic survey. Dredging and disposal of this additional material will require
the same tasks (estimate volume, apply for permits, investigate placement location at Area
H, and show on bid documents as additive bidaltemate items).

We have included.anaJlowancefor this item, rather than a fee, because it is difficult to
estimate the levelot effort without knowing if the item will be included in the bid documents
or not. We will bill tOWards this task only if additional work is perfOrmed, which can be
determined after we meet and discuss with your maintenance staff and weed removal
contractor.

--~..--~

2. Identify Potential. Disposal Location

Based on prior lagoon dredging studies, M&N had determined thatthef'$ were no upland
areas around the perimeter of the lagoon where material could be permanently disposed.
The only feasible options were beneficial reuse for offsite wetland restoration projects,or
placing it In the lagoon within contained cells. To address the srnallervolume ofdredged
material that is spread out at individual gate locations, we will re-assess the feasibility of
temporarily stockpiling the material and trucking it to offsite authorized disposal sites such
as landfills or the Area H restoration project. The feasibility of dredging and trucking the
rnaterialfrom the intake channel will also be assessed. We will evaluate the following
sites:

. Trucking to Inner Bairlsland

. Trucking to Area H wetlands restoration site

. Trucking to LandfiHsand/or Recycling Plants in the Vicinity

3. PraDare Preliminarv Desiqn Memorandum

This task includes developing a preliminary design memo for the proposed work, which will
include a description of construction activities, duration of work, and constructlon costs. It
will include the proposed dredging of the lagoon at the sluice gate locations and the intake
channel, along with an assessment of potential disposal site locations.

A memo summarizing the findings and recommendations of the above tasks will be
provided, along with associated graphics and tables. A recommended Schedule of Work
Activities including design and construction phases will also be included in the report,
which will be needed for permit processing.

4. PreDare Bid Documents

A Bid Document package will be prepared for the City, which will consist of Design
Drawings, Technical Specifications, and a Bid Schedule. Submittals will be provided at
75% and 100% complete stages. Additionally, an Engineer's Estimate of Construction
Costs will be included.

M.~008 Proposa'~080(j3 Generaf\20 - Redwood Sh~s Dradglng PSt:\BLee-$cope-11-06-08.doc

~
