EXHIBIT"A" <br /> SCOPE OF SERVICES AND FEE <br /> SCOPE OF WORK <br /> The consultant shall provide engineering, permitting, bid support, and construction <br /> support services for the lagoon maintenance dredging, which are anticipated to include <br /> the following activities: <br /> 1. Hydrographic Survey Coordination <br /> The consultant shall coordinate with a sub-consultant to perform a confirmatory <br /> hydrographic condition survey of Zones 8-1, 9 and 9-2 to verify that the 2005 <br /> comprehensive survey is representative of current bathymetry. Because of the <br /> high unit cost of dredging anticipated for this round of dredging, it will be important <br /> to accurately estimate dredging volumes. This will also be important in preparation <br /> of permit applications, bid documents, and engineers estimate. From the survey <br /> results, the consultant shall confirm dredging limits and volumes. <br /> 2. Design Memorandum <br /> The consultant shall develop a design memorandum for the proposed work, which <br /> shall include a description of dredging activities, identification of potential disposal <br /> locations, duration of work, and construction costs. Disposal location feasibility <br /> shall include assessment of temporarily stockpiling the material and trucking it to <br /> offsite authorized disposal sites such as landfills/recycling plants, or used for <br /> construction fill for a local project. The consultant shall include in the memo, a <br /> recommended Schedule of Work Activities including design and construction <br /> phases. This memo shall be provided to the agencies during permit processing. <br /> 3. Regulatory Support <br /> The consultant shall provide regulatory support including preparation of new permit <br /> applications and response to agency requests for further information and <br /> clarifieations. The following approvals shall be sought: <br /> • Tier 1 Exemption from further sediment testing; <br /> • New Water Quality Certification; <br /> • New Corps Nationwide Permit; <br /> • Final closeout approval, which includes submission of Notice of Completion of <br /> Work and Post Dredge Survey. <br /> 4. Prepare Bid Documents <br /> The consultant shall prepare for the City, a Bid Document package, which shall <br /> consist of Design Drawings, Technical Specifications, and a Bid Schedule. The <br /> Design Drawings shall include delineation of limits of work, toe of rock slope, <br /> bathymetric soundings, and up to six cross-sections. Other areas of interest <br /> (contractor staging area, areas of avoidance, existing docks, etc) shall be noted as <br /> necessary.
