Mr. Charles Jany
439 Fuller St.
Page 3

Project Cost and Management

Work will be billed in quarter-hour increments at the rates outlined in the attached budget. All
hours worked will be accounted for in detail and invoiced to the City on a monthly basis. Direct
expenses incurred in the performance of this work, including but not limited to printing and
copying, photo processing, etc., and subcontractor charges will be invoiced to the City with a 15%
processing mark-up. No mileage or travel expenses are anticipated. Project costs are estimated
at $49,645 as outlined in the attached budget.' The budget and scope of work for the proposed
traffic study is to be prepared under a separate contract with the City. The project estimate is not
intended to be a "not-to-exceed" figure, as project and process uncertainties cannot be predicted.
The budget shall not, however, exceed the estimate without the express written permission of the
City.

Curtis Williams, AICP, Director of Planning Services for MHA, will be the Project Manager
responsible for managing the tasks outlined in the scope of work, and will attend all meetings with
staff, the applicant, and boards and commissions. Mr. Williams will be assisted by Jennifer Cutler,
Environmental Planner with MHA. Ms. Cutler will conduct the environmental analysis and will
provide research support and develop information to accompany written materials. Roger Luc,
MHA Document Manager, will provide graphics and production support for the Precise Plan and
IS/MND. Dain Anderson, MHA Planning Director, will provide peer review and quality control of
the Precise Plan and IS/MND. The traffic firm of Hexagon Transportation Consultants will conduct
the required traffic and parking analyses (under separate contract) as input to the environmental
review. No other personnel or subcontractors will be used without the consent of the City of
Redwood City.

Deliverables

MHA proposes to provide the following deliverables to the City of Redwood City:

. Ten (10) copies of the Administrative Draft Precise Plan
. Twenty-five (25) copies of the Draft Precise Plan
. Ten (10) copies of the Final Precise Plan
. Five (5) copies of the Administrative Draft IS/MND
. Twenty-five (25) copies of the Draft IS/MND
. Five (5) copies of the FinaIIS/MND

A camera-ready hard copy and a CD with Word and PDF versions will also be provided for each
report. Additional copies may be requested and will be provided to the City at MHA's cost plus
15%.

Assumptions

The estimated budget and schedule for the project are highly dependent on several factors.
MHA's proposal to provide planning and environmental services for the proposed project is
predicated on the following assumptions:

.

The Initial Study concludes that a Mitigated Negative Declaration is appropriate for this
project; a determination that an Environmental Impact Report is needed will require a
significantly revised scope of work and budget

MHA will distribute required notices of environmental review to affected state and
federal agencies, and the City of Redwood City will be responsible for maintaining all
notice lists and mailings to neighbors and other interested parties

.
