05/21/2018
WHEREAS, the density bonus height concession would result in cost
reductions. Development to current standards would significantly limit the number of
units physically possible (considering setbacks, height limitations and other
development regulations), thus reducing the potential return on investment, as
specified in the applicant's written request for a density bonus and a concession.
Further, after adoption of the NMPP, the FEMA requirements have changed and
new development is no longer allowed to provide below ground parking. As such, strict
compliance with the NMPP height regulations would result in less residential units and
impact the project's ability to build 15% below market rate units onsite; and
WHEREAS, on March 6, 2018, the Planning Commission considered whether
the Project is categorically exempt from the requirements of the 'California
Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section 15332 (Class
32 - "Infill Development Projects") as explained in the CEQA compliance memorandum
attached to the staff report ("CEQA Memorandum"), along with the previously adopted
Mitigated Negative Declaration and Mitigation Monitoring and Reporting Checklist for
the North Main Precise Plan, the staff reports, oral and written, and testimony and
materials presented by all those wishing to be heard on this Project at the noticed public
hearing on this matter; and
WHEREAS, on March 6, 2018, the Planning Commission conducted a
public hearing in accordance with all applicable requirements of the Redwood City
Municipal Code and Zoning Ordinance, to consider the Planned Community
Permit PC2016-05, Density Bonus including a height concession, and the
Affordable Housing Plan, along with all applicable requirements of the State
Planning and Zoning Law, the North Main Street Precise Plan, and the
recommendations of the AAC; and
WHEREAS, the Planning Commission determined that the proposed
Planned Community permit would further the purposes of and appropriately
implement the City of Redwood City General Plan, applicable provisions of the
Redwood City Municipal Code and Zoning Ordinance, and the North Main Street
Precise Plan and adopted Resolution 2018-03 approving the Planned Community
Permit PC2016-05, Density Bonus including a height concession, and the
Affordable Housing Plan; and
WHEREAS, an appeal was filed with the City during the 15 -day appeal
period by Goolsby, on behalf of Better Neighborhoods Inc.
