public process of comment for both the staff and proponent to gather input as to <br />the content of the Precise Plan; an administrative draft would be presented to the <br />Planning Commission for review and comment before the public; the public would <br />comment; a determination would be made as to the level of environmental review; <br />the Planning Commission would complete a final review of the Precise Plan and <br />make recommendation to the City Council with the City Council receiving further <br />input at a public hearing. <br />Council comments included that it is a disservice to the community at large to not <br />give an opportunity to conduct the necessary dialogue with the community, <br />neighborhood and City staff to see if the proposal is possible given the need for <br />housing in order to achieve a successful downtown. Clarification was given that <br />while reviewing the General Plan and plans for the downtown there is not a <br />moratorium on applications to build. The need and assurance of proceeding with <br />caution was expressed. <br />M/S Bain /Hartnett to: <br />1. Initiate a Precise Plan for this address only. <br />2. Direct staff to initiate a Precise Plan for this site, staff is directed to ensure <br />in the site specific Precise Plan that the permitted development be <br />consistent with the future Downtown Precise Plan (DPP). <br />3. Water Enterprise — Status report and preview of 2006 <br />Public Works Services Director Ingram explained the purpose to be <br />information only and advised Council on the progress of the three priorities <br />established some time ago on the City's water supply, the status of <br />projects and a snapshot of what is coming in the future (PowerPoint <br />presentation on file). PWS Director Ingram provided binders that included <br />notes and handout materials from the public comment meeting, Appendix <br />A of the Draft Plan that contains notes from the community roundtable <br />meetings conducted in September, stating that those documents give a <br />sense of what the community had to say about what is important to them in <br />relation to water.
