<br />Recommendation: <br />Introduce an ordinance approving an amendment to Section 23.31 of the <br />Municipal Code authorizing the City Manager to make appointments at any step <br />or rate within a salary range. <br /> <br />ORDINANCE AMENDING CHAPTER 23, ARTICLE III, SECTION 23.31 OF THE <br />REDWOOD CITY MUNICIPAL CODE RELATED TO PERSONNEL SYSTEMS <br />MINUTE ORDER 05-249 <br /> <br />6. <br /> <br />PUBLIC HEARING <br /> <br />A. Redwood City Urban Water Management Plan <br /> <br />Mayor Pierce stated that there had been public input and comment generated by <br />the Public Works Services Department conducting meetings with community <br />members and one idea of interest is carrying capacity and the amount of water <br />available for the community. She stated that while the water management plan <br />means there must be enough water for the future, it is not a determiner of how <br />Redwood City will develop. She stated that any of the figures used in the <br />presentation will depend upon the discussions that occur during the General Plan <br />and Precise Plan that is really a Planning issue. PWS Director Ingram in this Plan <br />is enabling us to have the resource available. <br /> <br />PWS Director Ingram further framed the Plan in the context of other Planning <br />processes and other topics in the future. <br /> <br />PWS Superintendent Rosas presented the essential recommendations on the <br />Plan. <br /> <br />(A PowerPoint presentation is on file in the City Clerk Office.) <br /> <br />Council Members comments included that in updating the document each <br />comment made from the public process has been incorporated and that numerous <br />examples of communication outreach occurred. While successes have been <br />ongoing the need is clear that constant monitoring and improvement is necessary. <br />The point was made that in a drought Redwood City has been able to purchase as <br />much water as needed and has done better than others on the Peninsula or the <br />Bay Area in having planned for the future. The statement should be clear that the <br />community is assured that this is the safe, prudent, reliable and fiscally <br />responsible way of proceeding. Clarification was made that the executive <br />summary does go to the State. <br /> <br />Mayor Pierce opened the public hearing. <br /> <br />Gail Rabbe commended staff and Council on the public workshops and <br />stated that her comments had been incorporated. Her comments at this <br />time pertained to the plan going forward.
