<br />7/ #- / <br /> <br /> <br />January 9, 2006 <br /> <br />Subject <br />Approval to join JPA known as the Bay Area Employee Relations Services (BAERS) <br /> <br />Recommendation <br />Authorize the City Manager to execute the Joint Powers Agreement to join BAERS as a <br />member effective February 1, 2006 for the purpose of sharing and obtaining information for <br />salary surveys and other classification and compensation studies. <br /> <br />Background <br />In the past the City has used the services of outside consultants to perform a variety of <br />salary surveys and classification/compensation studies. This has included the annual <br />survey for Executive Management as well as surveys required by the City's labor contracts <br />for salary benchmarking. In the past three fiscal years (02/03 through 04/05) the City has <br />spent an average of $15,640 per year on consulting services for salary surveys, primarily <br />for two or three bargaining units. For fiscal year 05/06 Human Resources budgeted <br />$10,200 for these services. In addition to the consulting services, the current Management <br />Analyst in Human Resources spends approximately 480 hours per year performing salary <br />surveys and new classification studies. That equates to $22,000 of labor costs when <br />surveys are done in-house. The total annual cost to perform surveys is in excess of <br />$37,000. <br /> <br />The Human Resources Department is currently evaluating its business processes and <br />priorities. The Management Analyst position is being restructured and will focus on <br />workers' compensation, disability leave programs and oversight of the employee benefits <br />function. In order to create capacity in the position to focus on these program areas, a <br />more efficient and effective way to conduct salary surveys and classification studies was <br />examined. That process has led staff to determine that joining BAERS will create the <br />efficiency needed in compensation and classification studies and will help facilitate the <br />reorganization. In addition, costs will be reduced and lean departmental staffing <br />maintained. <br /> <br />The BAERS JPA is a non-profit membership organization that serves city, county and <br />special district members in four San Francisco Bay Area counties. The vast majority of <br />San Mateo County Cities are members of BAERS and utilize the site and service for <br />compensation, benefit and salary survey and studies. The data and information maintained <br />includes: <br /> <br />. Compensation records for over 4,300 Safety and Miscellaneous classifications <br />. Bargaining agreement summaries and MOUs for over 270 bargaining units <br />. Benefit summary and detailed benefit breakdown information <br />. Negotiation status information for expired MOUs <br />
