<br />7.~ A-~ <br /> <br />These reporting requirements are addressed in the overview and body of the City of <br />Redwood City Transportation Impact Fee Account Report ("Account Report"), which is <br />appended as Attachment "A". Regarding requirement seven, the overview section of the <br />report identifies an approximate date by which construction will commence on several <br />projects for which sufficient funds have been collected to complete financing. The report <br />also identifies several ongoing programs that have already constructed improvements or <br />conducted operations, including the Traffic Calming Program and the ADA Ramp Program <br />(sidewalk improvements), for which sufficient funds have been collected to conduct such <br />projects for the next several years. However, as noted in the report, it is not possible to <br />precisely identify in advance the anticipated date of construction or implementation of a <br />specific improvement or location for these more responsive transportation mitigation <br />programs included in the City's Capital Improvement Program ("CIP"). <br /> <br />With respect to requirement nine, Government Code Section 66001 (d) requires findings <br />with respect to the portion of the transportation impact fees remaining unexpended for the <br />fifth fiscal year following their collection. These findings can be summarized as follows: <br /> <br />1. <br /> <br />The purpose of this fee is to fund new development's share, of the costs of <br />transportation improvements to mitigate traffic generated by new development. <br /> <br />2. <br /> <br />The reasonable relationship between the transportation impact fee and the <br />purpose for which it is charged is demonstrated in the Redwood City Traffic <br />Impact Mitigation Fee Study, dated February 18, 2000, and subsequent <br />resolutions and ordinances. <br /> <br />3. <br /> <br />The City's annual CIP prioritizes identified transportation improvements, and <br />allocates funds from a separate fee account to finance their implementation to <br />mitigate continued new development. Transportation Impact Fees collected <br />previously and in the future are necessary to fund the identified improvements. <br /> <br />4. <br /> <br />Identified transportation improvements are scheduled to be implemented over <br />time as sufficient funds become available. Some of these improvements are so <br />large that sufficient funds have not been collected or obtained to implement them <br />by expending fees collected within the five-year expenditure period. <br /> <br />Attachment liB" indicates the tentative plan for spending the accrued account balance over <br />the next five years for projects on the currently adopted Traffic Impact Fee Projects list. <br />The majority of the available traffic fees in the account will be expended on the Blomquist <br />Extension project, for which staff expects to proceed with right-of-way acquisition and <br />grading of the approaches for this future bridge over Redwood Creek. The findings are <br />more specifically identified in the attached Account Report and resolution. <br /> <br />A comprehensive Transportation Impact Fee Study Update is currently being prepared, <br />and should be ready for Council review in spring 2006. <br /> <br />Copies of the Account Report for Fiscal Year 2004/2005 have been available to the public <br />in the City Clerk's office since December 22,2005. <br /> <br />Page 2 of 3 <br />
