EXHIBIT "A" <br />SCOPE OF SERVICES <br />Consultant will provide Right of Way Support (R/W Support) services for the 101/Woodside <br />Project as described below. <br />SCOPE OF WORK <br />Associated Right of Way Services, Inc. (AR/WS) will provide right of way support services for the City of <br />Redwood City (City). <br />Our scope of work is based on the following assumptions: <br />1. The acquisitions will be generally similar to those described in RFP Exhibit A, included herein as <br />"Attachment A". Parcels are identified as Nos. 1 through 27 within Table 2.1.4-1 in Attachment A. <br />2. Appraisals and review appraisals will be needed for partial acquisitions from twenty-six (26) <br />parcels and one (1) full -parcel acquisition (No. 18). The scope of work assumes up to twenty-five <br />(25) total larger parcels (Nos. 16 and 26 are considered one larger parcel, and Nos. 24 and 25 <br />are considered one larger parcel). <br />3. Furniture, fixtures and equipment (FF&E) appraisals will be needed for a Denny's restaurant (No. <br />18), overhang structures on the City's Corporation Yard parcel (No. 20), and a sign located on a <br />service station parcel (No. 12). Assumes no FF&E appraisal needed for the City's pump station <br />parcel (No. 10) or the storage units on the Storage Equities Inc. parcel (No. 21). <br />4. Acquisitions will be needed for partial acquisitions from twenty-six (26) parcels and one (1) full - <br />parcel acquisition. Based on public records data, the scope of work assumes up to 18 owners <br />(including the City of Redwood City, Nos. 10 and 20). <br />5. Assumes negotiations with owners only. Tenant consents or quitclaim deeds may be needed to <br />clear lessee/possessory rights, but the extent of this effort cannot be determined at this time. <br />AR/WS will work with the City to determine what rights may need to be cleared, if any. <br />6. Two of the parcels are owned by the City of Redwood City, Nos. 10 and 20. It is assumed that <br />appraisals and acquisition services will be required for these parcels. <br />7. All partial acquisition appraisals will consider whether damages occur to remainder parcels. As <br />required under Government Code Section 7260 et. seq., the appraisals will separately state the <br />compensation for the real property acquired, damages to remaining real property, and any <br />benefits offsetting damages. Potential significant severance damages are expected to occur due <br />to the partial acquisitions proposed from the City's Corporation Yard (No. 20) and the County of <br />San Mateo's parking lot (No. 23). For Parcel No. 20, it is assumed that the existing use will be <br />able to operate in the project's after condition. Based on our understanding of the proposed <br />acquisitions, the initial appraisal budget assumes that there are no significant damages to the <br />remaining properties. Should it be determined there are damages to additional properties, these <br />additional services may require budget supplements following a discussion with the Client and <br />amendment to our Agreement. <br />8. Relocation assistance services will be required for one business, Denny's (No. 18). On-site or <br />temporary relocation assistance services may also be needed for the City's Corporation Yard <br />(No. 20).
