Foust noted that the <br />Grand Jury never called on any of the Council Members during their proceedings, <br />even though they were aware the subcommittee had been formed. She <br />expressed that the Council had learned from the past, and that the <br />recommendations coming forward this evening were a result. Public <br />Communications Manager Malcolm Smith presented a clarification to the <br />language in the Sub - Committee Report's Guiding Principle #3 -b, which was to <br />designate the Mayor of Redwood City as the primary point of contact for any <br />concerns or complaints regarding compliance with the "Guiding Principles for <br />Property Acquisition. " <br />Public Comment: <br />Janet Borgens stated that it is a huge step and that the "Guiding Principles for <br />Property Acquisition" has such a community tone stating that the Council has <br />recognized that there was an issue, that there were mistakes made through the <br />process, stepped back to reconsider and implement what the city has represented <br />for many years. <br />Recommendation: <br />M/S Pierce /Bain to: <br />Accept the "Guiding Principles for Property Acquisition" prepared by the Ad Hoc <br />Committee on Redevelopment, and direct the City Manager to implement the <br />distribution of these guidelines to pertinent staff and provide for appropriate <br />direction in the use of these guidelines with the following revision to replace <br />Article 3.b.: "We will ensure that all affected parties, whether property owners, <br />neighbors, or others, are given the opportunity to have any and all concerns <br />directly and respectfully addressed; this will be accomplished by designating the <br />Mayor of Redwood City as the primary point of contact for any concerns or <br />complaints regarding compliance with the "Guiding Principles for Property <br />Acquisition.
