<br />SCOPE OF WORK <br />REDWOOD Crrv DOWNTOWN PRECISE Pt.AN <br /> <br />In addition, freeway segments and ramps within the project study area (Highway 101, 1-280, and SR <br />84) will also be evaluated for potential impacts. <br /> <br />Task 3 Documentation of Transportation Assumptions <br /> <br />Early in the process, it is extremely useful to clearly document the direction of the traffic analysis and <br />to distribute this documentation to the appropriate reviewing agencies for comment. KORVE will <br />prepare a memorandum outlining land use and tr;ansportation network assumptions for the horizon <br />year; data sources; forecast methodology; approach to and, the level of analysis for altemative <br />scenarios; and an outline of the traffic report. Another key piece of information which will be <br />documented in this memorandum will be the significance criteria and analysis procedures to be <br />applied to each intersection according to which jurisdiction controls the intersection. Other <br />significant criteria for parking, bicycle routes, pedestrian ways, and transit impacts will also be noted. <br /> <br />Task 4 Project Site Review <br /> <br />The KORVE project manager and support engineering staff will conduct a field review of the project <br />area and the surrounding transportation system. Although the KORVE personnel are thoroughly <br />familiar with the project site from our prior experience in the area, this field review will document any <br />recent changes in roadway geometry, traffic control, or other characteristics of the transportation <br />system. In addition, the field review will document existing operational constraints such as queuing <br />or bottlenecks at the study intersections. <br /> <br />Task 5 Establish Future Baseline Traffic Volumes <br /> <br />The future baseline traffic volumes will be based on a future year as established by the City. These <br />future volumes will take into consideration any planned development projects in Redwood City, San <br />Mateo County and the surrounding area. The future baseline traffic volumes will form the basis for <br />the Near Term or Background Condition. <br /> <br />Task 6 Develop Project Traffic Projections <br /> <br />Traffic volume projections will be developed for the AM and PM peak hour based on the project <br />description. The current project description calls for four buildout scenarios (1 O-year horizon) to be <br />analyzed (see attachment). Project traffic will be assigned to the surrounding roadway network <br />based on logical circulation patterns. The following analysis scenarios will be evaluated: <br /> <br />1) Existing Conditions (2005) - An analysis of the existing transportation conditions. <br /> <br />2) Near Term (No Project) - Existing conditions plus projected volumes from approved <br />but not yet constructed development in the City. <br /> <br />3A) Near Term With Project (Theoretical Maximum Build-out 3,644 units) - Traffic <br />from the proposed project will be added to #2 above to determine the effects of <br />implementing the project. <br /> <br />3B) Near Term With Project (Reduced Project Alternative 2,419 units) - Traffic from <br />the proposed project will be added to #2 above to determine the effects of <br />implementing the project. <br /> <br />Cumulative Without Project - This year 2025 cumulative analysis will included <br />pending projects in the immediate project area. <br /> <br />4) <br /> <br />KaNe Engineering, Inc. <br /> <br />2 <br /> <br />December 5, 2005 <br /> <br />..........~"....""..
