<br /> <br />January 9, 2006 <br /> <br />Subject <br />Amend Redwood City Municipal Code Article I, Section 5.1 - Regulations for Animal <br />Control. <br /> <br />Recommendation <br />Introduce an ordinance to amend Redwood City Municipal Code, Article 1, Section 5.1. <br />This will adopt, by reference, the Animal Control Ordinance of the County of San Mateo, as <br />recently amended. <br /> <br />Background <br />Animal control services for the City are provided by San Mateo County and its contract <br />agents which presently include the Peninsula Humane Society. An agreement between <br />the County and City obligates the City to adopt and maintain substantially the same animal <br />control ordinance and fee schedule as is in effect in the County. <br /> <br />The City has previously adopted the County's Animal Control Ordinance by reference <br />through procedures authorized by Sections 50022.2 and following of the California <br />Government Code. The attached ordinance amends the Redwood City Municipal Code so <br />as to adopt the existing County Animal Control Ordinance (Exhibit A) and revisions to it <br />(Exhibit B) which were made by the County on September 13, 2005. <br /> <br />When the Board of Supervisors revises the County ordinance, each city should adopt the <br />revisions within sixty days. The attached ordinance ensures that the City's Animal Control <br />Regulations are current with all existing County requirements. <br /> <br />Animal control regulations appear in Sections 6.04.010 through 6.04.340 in Exhibit A. <br />Section 6.04.340 is not included in the adoption of the County Code inasmuch as it <br />expired, by its own terms, many years ago. <br /> <br />Exhibit A, as amended by Exhibit B, is a comprehensive animal control program. It covers <br />rabies vaccinations, licensing of dogs and cats, provisions to designate, regulate and <br />destroy, if necessary, dangerous and vicious animals; inspection of properties to ensure <br />compliance with conditions imposed on individuals keeping dangerous and vicious animals, <br />impoundment and related administrative proceedings.
