Z ¿-Æ, <br /> <br />It is also recommended that department heads be authorized to execute membership <br />agreements and renewals for memberships for staff members in professional organizations <br />where the dues do not exceed $2,000 per agreement year per member, <br /> <br />All such memberships exceeding $5,000 per year per member must be approved by the <br />City Council. Additionally, memberships in organizations in which the City is joining or <br />participating as an entity must be approved by the City Council. <br /> <br />Single- and Multi-Year Lease Agreements where the City is Lessee-It is recommended <br />that the City Manager or his/her designee be authorized to execute agreements, such as <br />leases for storage of City records, office space, or leases of personal property, where the <br />annual lease payments do not exceed $60,000. <br /> <br />In addition, the City Attorney's office has advised staff that under current policy, the City <br />Manager does not have signature authority to enter into the following agreements, which <br />staff is also recommending: <br /> <br />Agreements Where the City is Providing a Service - Periodically, the City has the <br />opportunity to provide services (i.e. sell our services to other agencies), such as Human <br />Resources training or Information Technology support, to other parties. Given our recent <br />financial situation, City staff has been more aggressive in pursuing outside contracts to <br />generate revenue as a way to meet our budget reductions and avoid layoffs where <br />possible. Time is often of the essence in obtaining these agreements. In situations where <br />the total annual revenues the City will generate by way of such agreements do not exceed <br />$100,000 per year, it is recommended that the City Manager be authorized to enter into <br />these agreements. Please see Attachment II for examples of such agreements. <br /> <br />This policy also provides that in situations where the revenue expected to be received by <br />the City for providing a service is less than $10,000 per year, the department head of the <br />department providing the service may execute such agreements. <br /> <br />The City Manager will provide the Council with a report twice each year as soon as <br />practical after June 30 and December 31 that provides a description and amount of each <br />such agreement that the City Manager or department heads have executed in the <br />preceding six months. <br /> <br />Fiscal Agent Agreements - City Council approval must be obtained before the City may <br />serve as a fiscal agent for another organization. <br /> <br />Alternative <br />The Council may elect not to extend the authority for the above transactions to the City <br />Manager. Doing so will require staff resources to bring these items to Council for approval <br />and may, particularly in the case of revenue generating opportunities, result in the City not <br />being able to take advantage of such opportunities if there is a brief time period in which <br />the City needs to respond to the prospective client. <br /> <br />2 <br />
