<br />Proposal to Update the City 01 Redwood City Emergency Operations Plan <br /> <br />B. TEAM QUALIFICATIONS <br /> <br />Aanko Technologies Inc. is a California Certified Minority and Veteran-owned Small Business <br />Enterprise providing safety and security solutions. Since the summer of 1997 the Aanko <br />Technologies Inc. team (Aanko) of "hands-on" professionals has been involved in all aspects of <br />prevention, response and recovery activities, including security vulnerability assessments, <br />emergency plans development, training and exercises. Our team is specifically qualified to <br />perform this EOP development because we bring local and relevant experience to cost <br />effectively complete this project within 10 weeks of project initiation. <br /> <br />The Aanko Team comes from a broad multicultural background and is part of corporate, county <br />and healthcare antiterrorism, safety and security advisory groups throughout the country. We <br />have emergency management experts, professional engineers, security specialists, <br />Intergovernmental Affairs experts, industrial hygienists and ex-military,law enforcement, and <br />firefighters as part of our multidisciplinary team. <br /> <br />Highlights of Aanko's experience specific to the proposed project follow. <br /> <br />Port of Redwood City, CA. Led by Mr. Steve Longoria as Project Manager, Aanko was <br />selected to carry out a Security Vulnerability Assessment of the port and develop its Facility <br />Security Plan under the Maritime Security Act; develop the Emergency Response Plan and <br />Continuity of Operations Plan under the National Incident Management System, and initiate and <br />evaluate drills and exercises against the plan. In addition, Aanko was selected to develop all <br />tenant Facility Security Plans, resulting in a complete integrated plan for day-to-day and <br />emergency response and recovery operations. Threat, criticality, consequence and vulnerability <br />assessments from airborne, sea borne or land based attacks, as well as natural and technical <br />events were analyzed. Plans against those threats and a wide range of other potential <br />emergencies (fire, power outage, etc), designed for continued maximum performance of essential <br />functions, were then developed. The plans also led to creation of alternate business facilities, <br />memoranda of agreements with selected vendors for emergency operations and support, and <br />training of staff on projected responsibilities and tasks. In addition to these taskings, Aanko <br />provided an assessment of existing security infrastructure and developed successful grants for the <br />Port to fund security fencing along its restricted areas and erect guardhouses along its wharves. <br />Aanko developed the RFPs for the security improvements, assisted in contractor proposal <br />evaluations and provided construction management assistance to the Port engineers. <br /> <br />Cities ofVacaville and Fairfield Public Drinking Water Vulnerability Assessments; Solano <br />Irrigation Water Utility Public Drinking Water Vulnerability Assessments; integrated <br />Emergency Operations Plans. Aanko was contacted by the cities of Vacaville and Fairfield, <br />and the Solano Irrigation Water Utility to conduct vulnerability assessments of their water <br />systems under USEP A guidelines to comply with the 2002 Bioterrorism Act and to work with <br />the cities to develop emergency operations plans for the integrated water systems. Aanko's <br />solutions were to conduct vulnerability assessments of infrastructure including wells, distribution <br />lines, reservoirs, pump stations and other facilities, and provide performance-based <br />recommendations for security enhancement.
