Proposal to Update the City of Redwood City Emergency Operations Plan

plans into the overarching city plans. Aanko also provided a water system security vulnerability
training course for employees at Fairfield and Vacaville, and consulted on water security design
projects to protect domestic water sources.

Office of Emergency Services, Solano County, CA. Aanko assisted in counterterrorism and
biothreat management for emergency first responders, the county public health system, and
private sector cotporate entities within the region in order for the county to immediately respond
to and recover from biological, radiological and chemical threats. Aanko assisted in a
comprehensive county-wide operational assessment of environmental (water/air) and
infrastructure threats (healthcare agencies, wastewater treatment plants, dams, bridges, airports
and roadways). Aanko facilitated working groups in identification of threats and development of
response protocols. Team members also helped County personnel identify grant opportunities
for HAZMA T equipment procurement, staging, and deployment. Aanko ensured that County
plans for Community Emergency Response were compatible with California's Standardized
Emergency Management System and Incident Command System (California's SEMSIICS
protocols were adopted as part ofthe National Incident Management System (NIMS». Team
members brought together leaders from the local U.S. Air Force Base, Private Sector Health
Care, Private Sector HAZMA T Companies, and the County Public Health Agency to establish
and develop mutual support agreements for improved response during disaster situations.

Sheriff's Department, Contra Costa County, CA. Working in a Private-Public Partnership
with the Contra Costa County Homeland Security Unit under the Sheriffs Department, Aanko
Technologies is the technical lead working with Global Security Management Agency to conduct
threat assessments for over 20 critical infrastructure sites. Qualitative data was gathered on asset
significance, feasibility, threats, countermeasures and vulnerability. The data was then analyzed
using quantitative and statistical analysis. This resulted in quantifying assets with existing threats
and countermeasures that yielded a probability of asset selection and successful attack by a
terrorist organization. The team also quantified triage of all critical assets and provided a
quantifiable value of recommended countermeasures. The process enabled the Contra Costa
County Board of Supervisors to validate a risk rank listing of critical infrastructure to prioritize
the initiation of security vulnerability assessments countywide by Aanko Technologies, in
partnership with the county Homeland Security Unit.

David Grant Medical Center, Travis Air Force Base, CA. Aanko Technologies Inc. assisted
the 510 bed military hospital in designing, developing, and delivering comprehensive Weapons
of Mass Destruction and other contingency readiness programs for military personnel. Aanko
conducted a complete physical and cyber strategic vulnerability assessment, and
reviewed/revised the Medical Center's readiness plans for preparation for and response to
Nuclear, Biological and Chemical events. Aanko reviewed and revised readiness plans to
comply with requirements set out in the Code of Federal Regulations and in Department of
Defense requirements. Lastly, Aanko assisted the Center in developing contingency operations
plans and Memoranda of Understanding with local community health care and first responder
agencies to improve communication and coordination between multiple agencies over the full
range of emergency management activities.

East Bay Municipal Utility Water Utility (EBMUD), Oakland, CA.
