<br />Proposal to Update the City of Redwood City Emergency Operations Plan <br /> <br />including Supervisory Control and Data Acquisition systems overseeing its entire infrastructure <br />in multiple counties, to comply with EP A guidelines. The project included audit, <br />characterization, and inventory of cyber assets; verification of physical infrastructure currently <br />protecting those assets; creation of a prioritized asset inventory; penetration testing of systems; <br />review of security policies and procedures; identification and prioritization of recommended risk <br />mitigation options; cost/benefit analysis of recommended risk mitigation options; and <br />coordinated development of technical and managerial reports on cyber security status for <br />presentation to the Board of Directors. This process fed to the formation of emergency <br />operations plan checklists to mitigate system vulnerabilities. <br /> <br />City of Burbank, CA. Aanko was selected by the City of Burbank Fire Department to update <br />their 2003 Hazardous Materials Area Plan including the terrorism response portion. The plan <br />required coordination not only between City of Burbank Departments, but also coordination with <br />Departments from the local cities of Glendale and Pasadena, with which the City of Burbank has <br />numerous financial and Emergency Response Agreements. Emergency Response was <br />coordinated with Community Disaster Volunteers and Burbank Emergency Amateur Radio <br />Service. The City Fire Department is responsible for Emergency Response for thousands of <br />tourists yearly, an airport, rail travel and freight and pipelines carrying flammable liquids. <br /> <br />C. PROJECT STAFFING <br /> <br />Project Manager <br />Mr. Steve Longoria, CCP, CHS-III, CPM, will be the Project Manager for this project and will <br />work with the Redwood City Project Director. He is a Certified Counterterrorism Planner, <br />Certified Homeland Security Professional Level III and Certified Project Manager. Mr. <br />Longoria has over 25 years of experience in leading emergency management projects for the <br />Department of Defense across the world, as well as municipalities here in the United States. Mr. <br />Longoria has the distinct honor of being the only person in Department of Defense history to <br />be recognized as the top professional in three different career classifications: Antiterrorism, <br />Security, and Safety. <br /> <br />Mr. Longoria has led security assessment and Emergency Operations Plans development projects <br />for water systems, ports, airports, municipalities, and industrial facilities, including projects for <br />the Federal Government, the State of California, the Cities ofVacaville, Fairfield, Dixon, and <br />Suisun, the Ports of Tacoma (WA), Sacramento and Redwood City, and East Bay Municipal <br />Utility District. These projects have included vulnerability analyses and plans developments for <br />shared waterways, chemical facilities, waterfronts, distribution systems, mutual aid, integrated <br />security plans, and emergency operations, response and recovery. <br /> <br />Mr. Longoria earned a Certificate in Industrial Safety Management from the College of <br />Engineering, University of Washington; a Certificate in Hazardous Materials Management from <br />the University of California, Davis; and a B.S. degree in Education, Training and Development <br />from Southern Illinois University. He has augmented his skills with additional coursework in <br />Energy and Environmental Policy, and has instructed international anti-terrorism experts at the <br />world-renowned International Crime Prevention Institute at the University of Louisville, <br />Louisville, Kentucky.
