<br />Proposal to Update the City of Redwood City Emergency Operations Plan <br /> <br />Fireanns/Transportation Security Administration National Seminar on Terrorism and Explosives; <br />the Department of Justice Emergency Preparedness for Public Works Course; the Department of <br />Justice First Responder Weapons of Mass Destruction Emergency Operations Course, the <br />Federal Emergency Management Course 700-National Incident Management System, the <br />California Standardized Emergency Management Course, and the California Homeland Security <br />Exercise and Evaluation Program Course. Mr. Longoria is a California State Certified <br />Homeland Security Exercise & Evaluation Program Lead Exercise Controller and Exercise Evaluator. <br /> <br />Mr. Longoria has worked with the Sandia Risk Assessment Methodology-Water and Chemical <br />Facilities and has created and implemented Risk Assessment Methodologies for the maritime, <br />water, chemical, aviation, energy and health care industries. He is a member of the American <br />College of Forensic Examiners International; the American Water Works Association; the <br />American Society of Heating, Refrigerating and Air Conditioning Engineers; the American <br />Society for Industrial Security; the American Society of Safety Engineers; and the Chlorine <br />Institute. Mr. Longoria is the National Advisor for Homeland Security and Emergency <br />Management for the American College of Forensic Examiners International. He also serves on <br />the Solano County Operational Area Antiterrorism Working Group and the Chlorine Institute's <br />Chlorine Emergency Response Steering Committee. <br /> <br />Mr. Longoria will be the point of contact for the project and will be available to the fire <br />department during the entire Emergency Operations Plan project upon request. He shall perfonn <br />all project management and coordination activities for the successful implementation and <br />completion of the project. <br /> <br />Mr. Longoria will establish lines of authority, coordinate assignments, track budgets and <br />schedules, and manage perfonnance of each team member. Mr. Longoria will also ensure that <br />all on-site personnel and consultants adhere to Aanko Technologies Inc.'s Quality Control and <br />Quality Assurance Program. Mr. Longoria will also coordinate frequent and regular meetings <br />with the Aanko Team and Fire Department Project Director to promote a proactive environment, <br />early identification and resolution of issues, and a partnering atmosphere. Mr. Longoria will also <br />work alongside each of the various Aanko Team members to validate plan processes. <br /> <br />Mr. Steven Maggi will be our intergovernmental affairs emergency management facilitator. <br />Mr. Maggi has over 20 years experience in Public Works, having led emergency management <br />teams for urban environmental programs while working for the City of Burbank, California <br />during extreme hazard operations, including the Northridge earthquake Unified Command <br />response. He has worked with the University of Southern California on Bioterrorism Response <br />Protocols, and works with Senator Rick Santorum from Pennsylvania and his staff in developing <br />security assessment protocols for government facilities at the state and federal level. Mr. Maggi <br />also developed the Economic Feasibility Study for the Port of Redwood City Security <br />Improvments Project, and assisted in the successful development of the Port of Redwood City's <br />Homeland Security Grants. He has an Intergovernmental Affairs Masters Degree from the <br />University of Southern California, and a Juris Doctorate from McGeorge School of Law in <br />Sacramento, California.
