<br />Propo.~al to Update the City of Redwood City Emergency Operation.~ Plan <br /> <br />Mr. Jim Heringer will be our Safety-Security Integration Specialist for this project. He has over <br />20 years of experience in industrial hygiene and safety. This experience includes work in <br />industrial hygiene and safety audits with at Mare Island Naval Shipyard and extensive <br />experience with hazardous materials exposure monitoring and safety inspections. He has <br />expertise in OSHA and USEPA 40-Hour Health and Safety for Hazardous Waste Sites training; <br />radiation safety training; Building Inspection and Management Planning for Asbestos; AHERA <br />Contractor Supervisor's Training; and Lead-Based Paint Abatement Supervisor and Monitoring. <br />Mr. Heringer has also reviewed client HAZMA T processes to validate that security <br />improvements do not degrade safety processes. He has extensive experience performing Phase I <br />Environmental Site Assessments and has been involved in a variety of projects and <br />investigations including groundwater and soil sampling, monitoring well installations, in situ <br />remediation, hazardous materials risk assessment surveys, air emissions modeling and <br />permitting, and work on the Port of Redwood City security vulnerability assessment and <br />emergency plans projects. He has also worked with public and private sector clients in <br />developing Emergency Operations and Business Continuity Plans. He has a B.S. in Human <br />Relations and Organizational Behavior from the University of San Francisco. Mr. Heringer has <br />also completed the Federal Emergency Management Course 700-National Incident Management <br />System, the California Standardized Emergency Management Course, and the California <br />Homeland Security Exercise and Evaluation Program Course. He is a California State Certified <br />Homeland Security Exercise & Evaluation Program Evaluator. <br /> <br />Aanko shall perform the work within the budget allocated. An invoice for the work performed <br />will be prepared on a semi-monthly basis and will be sent to the Fire Department for review and <br />approval. The budget will not be exceeded without prior authorization from the Fire <br />Department. <br /> <br />D. PROJECT APPROACH AND SCOPE OF WORK <br /> <br />Overall Project Approach <br /> <br />We will assist in updating the City of Redwood City's EOP that clearly delineates the <br />organizational structure that will be responsible for incident response and management. This <br />structure will identify specific individual roles and responsibilities for decision-making, logistics, <br />operations, incident response control and finance. In conducting our update, we will comply with <br />the structure provided by San Mateo County, and will be based on the Incident Command <br />System under the California Standardized Emergency Management System (SEMS), as well as <br />the National Incident Management System (NIMS). <br /> <br />This project is expected to require a high level of project management to ensure effective <br />coordination and communication between affected agencies and the Team to properly integrate <br />public interests and federal requirements, and to complete the project within the required <br />timeframe. To achieve these goals, the Fire Department Project Director, with the assistance of <br />the Aanko Project Manager, will lead the EOP update development team.
